INVITATION TO BID
BID NO: B-09-05
The Eddy County Board of Commissioners will receive sealed bids until 3:00 p.m. on Wednesday, August 20, 2009, and the sealed bids will be opened and read aloud immediately thereafter by the County Manager, in Suite 110 of the Eddy County Administration Building Complex, 101 W. Greene Street, Carlsbad New Mexico 88220, telephone number (575) 887-9511, for a Prefabricated Modular Steel Vehicle Bridge, for the Eddy County Road Department. The bids will be awarded by the Eddy County Board of Commissioners at 8:30 a.m. on Tuesday, September 1, 2009, in the Commission Chambers Suite 211, 101 W. Greene Street, Carlsbad, New Mexico. Bid specifications may be obtained from the Office of the County Manager. The Commissioners reserve the right to reject any or all bids, and in case of ambiguity or lack of clearness, to determine the best bid or to reject the same. Any questions on these specifications may be directed to Road Superintendent Frank Weldon, at (575) 885-4835, 410 E. Derrick, Carlsbad. Sealed bids must be clearly marked with the bid number on the left bottom corner of the envelope.

SPECIFICATIONS
Prefabricated Modular Steel Vehicle Bridge
• 2 piece modular steel bridge U80 (80 ton) loading
• 16’ x 52’
o 16’ clear travel way
o to include steel guardrail
o 9 ga. 12” x 4¼” galvanized corrugated deck to accept wearing surface
o all bolts and hardware
• precast concrete fabricated abutments w/sole plates and elastomeric bearing pads
• fabricated steel back walls
All components designed and stamped by qualified engineers
Bridge and components delivered 4 miles east of Loving, NM
SPECIFICATIONS, WARRANTY AND GUARANTEE
SPECIFICATIONS:
Must bid on all items. Exceptions to the minimum specifications must be noted.
1. SUCCESSFUL BIDDER: Must furnish, three (3) copies of each of the following for each of the units purchased only, prior to or at time of delivery.
a) Stamp engineered drawings depicting bridge & abutment design and assembly
2. NON-DISCRIMINATION: A signed Statement of Assurance of Non-Discrimination must be included with your bid.
3. Must supply manufacturer’s literature describing the unit or engineering specifications describing the unit.
WARRANTY:
1. The unit will carry a full one (1) year warranty.
GUARANTEE:
1. Material shall be of good commercial quality for the intended service and shall be produced by use of current manufacturing processes. Materials shall be treated to resist rust, corrosion and wear.
BASIS OF AWARD: Awards will be made to the lowest bidder and will be based upon any of the factors as delineated herein. However, a delivery date, a complete analysis and comparison of specification details along with past experience of the County with similar or related equipment will be weighed in making a final decision of award. No important deviation from the terms of this specification is acceptable. It is understood and agreed that Eddy County reserves the right to reject any and all bids as authorized by law, and to award to other than the lowest bidder at its discretion, if the best interest of Eddy County is thereby served.
