The Eddy County Board of Commissioners will receive sealed bids until 3:00 p.m. on Tuesday, February 23, 2010, and the sealed bids will be opened and read aloud immediately thereafter by the County Manager, in Suite 110 of the Eddy County Administration Building Complex, 101 W. Greene Street, Carlsbad New Mexico 88220, telephone number (575) 887-9511, to bring Road District I’s above ground fuel storage tanks (AST) into compliance with New Mexico Environmental Department AST Bureau. The bids will be awarded by the Eddy County Board of Commissioners at 8:30 a.m. on Tuesday, March 2, 2010, in the Commission Chambers Suite 211, 101 W. Greene Street, Carlsbad, New Mexico. Bid specifications may be obtained from the Office of the County Manager. The Commissioners reserve the right to reject any or all bids, and in case of ambiguity or lack of clearness, to determine the best bid or to reject the same. Any questions on these specifications may be directed to Road Superintendent Frank Weldon, at (575) 885-4835, 410 E. Derrick, Carlsbad. Sealed bids must be clearly marked with the bid number on the left bottom corner of the envelope.

Bid B-10-03 SPECIFICATIONS
Eddy County is soliciting bids to bring Road District I’s above ground fuel storage tanks (AST) into compliance with New Mexico Environmental Department AST Bureau. The bid shall include but is not limited to the following tasks;
• Lift two (2) AST’s from their current location and set in I beams for isolation of containment dike bottom from concrete
• Abrasive blast both tanks and containment dikes, stripe coat all welds with Macrapoxy 646PW, prime coat all exteriors with Macrapoxy 646PW to 5-6 mils and finish coat with Acroton 218HS Polyurethane to 5 mils.
• Install two (2) containments under two (2) existing dispensers
• Repipe two (2) dispensers to meet AST Bureau specifications including flex connectors and anti-siphon/solenoid valves.
• Install two (2) Morrison Bros clock gauges with overfill alarms.
• Install Emergency Stop on building approximately seventy five (75) feet west of ASTs.
The bid shall be based on the assumption all existing conduit and wiring may be used, trenching conduit and wiring to the new Emergency Stop will have to be installed new.
The basis for evaluation of this bid shall include the following;
• Cost of bid
• Time of mobilization and project completion
• Past history of contractor in New Mexico
• Compliance and license with NMED AST Bureau
Eddy County reserves the right to reject or accept any bid.
