Description: A. PURPOSE OF THIS REQUEST FOR PROPOSALS
The County of Eddy, on behalf of the Eddy County Fire Service, seeks sealed proposals from organizations that can provide Licensed, New Mexico Physicians that are board certified in Emergency Medicine and can do business in the State of New Mexico to provide Medical Services Direction, Quality Management personnel experienced in and capable of managing quality assurance and education in the air medical field.

B. BACKGROUND INFORMATION
The Eddy County Fire Service seeks to provide helicopter emergency medical care and transportation. The overall goal of the program is to provide the absolute highest level of clinical care possible to the residents, workforce, and visitors in Eddy County while reducing the financial burden associated with aeromedical transportation.

Approximately 648 patients were transported from the two area hospitals last year by rotor-wing aircraft. With an estimated 46 additional transported from the scene of a traumatic injury or acute illness. With transport costs ranging from approximately $52,000.00 to $72,000.00 per flight, these sometimes lifesaving flights come with a significant financial burden for patients.
The proposed budget for this new service allows for an approximate 30% reduction in the cost of an average flight from our area to Lubbock, Texas where the majority of patients are transported for specialty care.

A Medical Director, Program Director and Quality Manager are needed for these services to work in coordination with department staff, New Mexico EMS Bureau, pharmacies and other medical professionals to ensure the highest quality medical care is delivered.

C. SCOPE OF PROCUREMENT
The County seeks one company to provide the three services as described below.

A Medical Director that is a Licensed Physician in the State of New Mexico and is board certified in Emergency Medicine with extensive experience in flight medicine. The Medical Director participates in the development of clinical policies, QA/QI process, and education of the flight crew members and is responsible for Medical oversight.

A Medical Program Director who is a Paramedic or RN with extensive flight experience who is responsible for daily operations of the Medical Crew members and operations.

A QA Manager/Educator needs to provide near real time review of flights and develops education based on QA indicators.

The term of this contract shall be for one (1) year. The County reserves the right to extend this contract, on an annual basis (or any portion thereof) and by mutual agreement, for up to three (3) additional years. Under no circumstances will the term of this contract, including any extensions thereto, exceed four (4) years. This procurement will result in a single source award.
